5.8 Undocumented Balance Changes

Confirmed by LoR Developer PVDDR to be undocumented changes.

Not a bug! Just missing from the patch notes. Basically the main reason we nerfed these cards was Elder Dragon, and now that Elder is in Eternal we feel comfortable reverting the nerfs.
